Open Letter to Mr. Pierre Mirochnikoff

Mr. Mirochnikoff,

Following our exchange on WeChat dated April 19, 2025, in which you wrote to me:

“Hello @Vincent B. Le Corre, thank you for your trust, and I think you should contact the diplomatic post because this goes beyond the scope of the missions for which the UFE has mandated me.”

I acknowledge your response, but I feel compelled to reply both publicly and formally, given the seriousness of the situation I reported to you, and the statutory and institutional responsibilities you hold in a dual capacity—as President of the local chapter of the Union of French Citizens Abroad (UFE)1, and potentially as a member of the Consular Council in Beijing.


1. A grave, substantiated, and documented danger

The situation I am facing—and by extension that of my Chinese wife and my in-laws—is of utmost seriousness. I have lived in China since 2012, and for several years, I have been directly targeted by U.S. intelligence services, notably in connection with a case involving a major American multinational. I will refrain here from naming specific agents or agencies, out of prudence and legal clarity.

Certain actions—or calculated inactions—carried out by these services against me and my wife have been unspeakably cruel and psychologically violent, and I do not use these words lightly. Since the summer of 2023, I live with the awareness that I could be arrested at any moment by agents of the Chinese Ministry of State Security. In the worst-case scenario, the outcome could potentially be the death penalty, under the Criminal Code of the People’s Republic of China, notably Articles 110 and 111 (crimes against national security, transmission of sensitive information to foreign entities).

In this context, the extreme stress, the constant hypervigilance, the implicit and explicit threats—and the weight of possible reprisals against my family—already constitute a serious violation of my psychological integrity, in the broadest sense of the term. And you are no doubt aware that under Article 223-6 of the French Penal Code, failure to assist a person in danger is a criminal offense, even for private individuals. All the more so when the person in question is a recognized public-interest association official, or even an elected representative of French citizens abroad.


2. Your statutory and institutional responsibilities

As president of a UFE chapter, you are statutorily obliged to fulfill a mission of assistance, representation, and support for French citizens residing in your jurisdiction. The UFE’s mission, let us recall, is to defend the moral and material interests of French citizens abroad. Your role cannot be limited to organizing social events. When a French citizen in serious distress reaches out to you, your minimum obligation is to listen, document, and transmit—including to the diplomatic post.

And if you do indeed sit on the Consular Council, as appears to be the case, then your obligations are even more explicit. The consular councillor, whether elected or appointed, is the official representative of French citizens before the embassy. He is bound by a duty of diligence and transmission when alerted to facts that may fall under:
- a danger to the life or safety of a citizen,
- persecution, manipulation, or pressure by a foreign power,
- or real threats to physical or psychological integrity.

To refuse to act, or to hide behind a minimalist reading of your duties, could be interpreted—depending on the circumstances—as a negligent omission, or even an attempt to avoid responsibility. Yet in my case, the facts are serious, continuous, and supported by documents already partially submitted to several official institutions, including the U.S. Department of Defense Office of the Inspector General.


3. A spiritual and human context

I am a Christian. On this Easter weekend, it has now been more than a year that I have known that U.S. intelligence services have, in their logic, already sentenced me to death. I also know that, spiritually, the best thing I can do is offer my life in reparation for the sins of others, in the image of Christ. But while I am ready to bear that cross, I cannot bring myself to expose my wife—a just woman loyal to her country—to dangers that are wholly disproportionate, simply because she is my companion.

For several months now, I have understood that the only way to ensure the physical safety of my in-laws (and possibly their future) would be, if necessary, to submit a request for presidential clemency to President Xi Jinping. Because if my wife and I both remain alive, we together represent a long-term threat to certain clandestine networks—especially those operating in the shadows, between commercial interests and geopolitical manipulation. Discrediting me alone is one thing. Discrediting a Chinese woman from a highly respectable family is quite another.


4. What I am concretely asking of you

I am not asking you to act outside the law. I am simply asking you:
- to officially acknowledge that my situation merits being relayed;
- to formally transmit the nature of my alerts to the French diplomatic post;
- and, should I ever disappear or be placed in secret detention, to do everything in your power to ensure that French authorities verify the physical and psychological well-being of my wife and my in-laws, whether the threat originates from the Chinese state apparatus, or from hostile actors linked to foreign intelligence services operating illegally on Chinese soil.

I thank you in advance for the seriousness with which you will consider this letter, which I am making public and of which I will retain a copy for the relevant French authorities.

  1. The Union des Français de l’Étranger (UFE) is a French organization recognized as une association reconnue d’utilité publique (a “public-interest association”).
    This legal status, granted by decree in France, acknowledges the organization’s social value and typically comes with enhanced responsibilities and privileges, including potential eligibility for public subsidies and an expectation of contributing to the public good.
    The UFE represents French citizens living abroad and is tasked with defending their moral and material interests. In practice, this can entail offering support, assistance, and representation—especially in contexts where local diplomatic services may be limited or overwhelmed.
    While the UFE is technically non-governmental, its recognized public-interest status implies a moral and civic duty to act diligently and responsibly, particularly in cases involving the safety and well-being of French nationals abroad. ↩︎ ↩︎
